A delay means more time for the authorities to prepare camps, transportation, and infrastructure needed to effectively de-populate the Gulf Coast.
A delay means more people and the environment will be sickened and the potential for a "die-off" increase. The fewer people who will need housing, food, and support benefits the authorities. They cannot possibly provide for a potential 10-20 million people.
